Competition Rules | The race will be conducted in accordance with the rules and regulations of IAAF (International Association of Athletics Federations) and JAAF (Japan Association of Athletics Federations), and the race organizer. IAAF Road-Race Label Regulations also apply to this race. Testing for doping will be carried out in accordance with IAAF regulations. |
Prizes & Running-time measurement |
All finishers from 1st place to 8th place in both male and female races will receive awards. Running times for both the half-marathon and 3-km races will be automatically measured by chips And all runners who completely run the course will receive a certificate certifying their running time after the race. |
Events (Eligibility & Entry fee)
First Division:
- Half marathon race for registered entrants (see *1, below)
- Runners should be registered with the JAAF.
- 9:05(starting time)/12:05(cut-off time) (3 hours running time) (see *2, below)
- Maximum number of entrants: 9,000 runners
- Eligibility: Runners must be 18 years old or older on the day of the race.
- Entry fee: 6,000 yen (see *4,*5, and *6, below)
Second Division:
- Half-marathon race for general participants (see *1, below)
- 9:05 (starting time) / 12:05 (cut-off time) (3 hours running time)
- Maximum number of entrants: 9,000 runners
- Eligibility: Runners must be 18 years old or older on the day of the race
Note: In case of athletes who are registry of JAAF participate in 2nd division, the running time will not be authorized. - Entry fee: 6,000 yen (see *4, *5, and *6, below)
Third Divisions:
- 3-km race
- 9:23(starting time) /9:53 (cut-off time) (30 minutes running time)
- Maximum number of entrants: 1,000 runners
- Eligibility: Junior high-school students or those in higher grades
- Entry fee: 1,500 yen (see *4, *5 and *6, below)
Invited Athletes:
Athletes with excellent running times, which were achieved either in domestic or international races will be given special invitations to participate in the race.
Charity Entry:
Participation as a “charity entrant” will require a payment of 4000 yen, in addition to the regular entry fee. (The 4,000 yen includes a 3000-yen charitable donation and an original t-shirt for the runner). Runners can choose to assign their charitable contribution to one of four categories: “Support For Disaster-affected and Conflict-affected Region”, “Support for Sports for the Physically Challenged”, “Support for Environmental Protection”, and “Support for the Protection of Animal Rights.”
Online entry in advance will be acceptable from December 3, 2012.

- The courses are authorized by both IAAF (the International Association of Athletics Federations) and JAAF (the Japan Association of Athletics Federations) and are under the supervision of marathon runner, Ms. Naoko Takahashi.

- The running time limits will be strictly enforced, based on the starting-gun time. For reasons of traffic control, security operations, and event operation, the cut-off time will be strictly enforced. Runners, who fail to pass through the checkpoint before cut-off time, will be disqualified from the race.
- *3:
- Both male and female runners should be able to finish the half-marathon race within 2 hours and 50 minutes and the 3-km race within 25 minutes.
(In case of athletes who are registry of JAAF participate in the 2nd division race, the running time will not be authorized.)
The eligibility age is determined by the runner’s age on May 19th, 2013. Runners in wheelchairs are not allowed.
Runners in all divisions must start running on the order of time declared in their application.
In Third Division (3-km race), runners will be divided into 2 starting groups and start separately, due to the safety reason. - *4:

Cut-Off Time
Runners, who fail to pass through the checkpoint before time limit, will be disqualified from the race and may be asked to leave the course.

Application Procedure for entering the races:
Application will be accepted by either method ① or ②.
In case of method ①, please choose one out of three different ways of payment, A,B, & C as described below:

Application Period:
Application for entry will begin from at 9:00 a.m., Monday, December 10th, 2012 on a first-come, first-served basis.
Deadline for online entry: Thursday, February 28th
Deadline for money transfer: Thursday, February 14th (must be properly postmarked)
Screening:
As soon as the number of applicants reaches the maximum allowable number of entrants in each race, entry will be closed and this will be posted on the web site. For those who paid the entry fee, but whose application was not accepted due to its occurring after the maximum number of entrants was met, the amount of the fee paid will be refunded minus a small amount of refunding commission.
Payment:
Applicants are required to pay the entry fee by the designated date. Late payment will automatically invalidate an application. A commission may be charged depending on the method of payment, or, in order to avoid unnecessary payment-deadline problems arising from application by money transfer, so online application is recommended.
Additional stipulations regarding application:
◎Before applying to the race, all the participants are required to read all rules and regulations stated in the bylaws and agree to follow them.
- Any cancellations after entry, due to personal circumstances will not be accepted.
No refund of an excessive payment or a repeated payment will not be given. - An entry is allowed to only one person for one division and changing of race entered will not be possible after acceptance of application. Applicants making a false claim, such as with regards to age or gender, or on behalf of another applicant running in the race, they will be disqualified.
- Runners who are registered with JAAF must participate only in the first division (half-marathon) and it will not be allowed to participate in the second division.
*It is necessary for runners to register with JAAF in 2013. - The applicants who are member of JAAF are requested to state which body they belong to in the application.
- Minors must have the consent of a guardian to enter the race.
- In case of a visually-impaired runner, who will run with an escort runner, a special number card will be provided for the exclusive use of the escort runner. Please inform the administration office at the time of application if you are intending to be an escort or to be escorted.
- Detailed information will be sent to accepted applicants in the middle of April.
Other miscellaneous items, such as the runner’s number card, will be handed out at the time of your entry accepted.
Runners should attach their number card to their chests. Those who are registered with JAAF and heart support runner are requested to attach their number cards to both their chest and back. - Streets and roads in the vicinity of the race venue will be very crowded on the day of the race, so that it is highly recommended that people use public transportation or shuttle buses. A space in the parking lot will be given only those who reserved such at the time of entry.
- Participants are required to monitor their health condition and receive physical check-up before the race. In case runners feel any abnormal physical conditions when they running, they must leave the race immediately.
- As for injuries or illnesses, which occur during the race, first-aid will be given by the organizer, but the race organizer will not be held responsible afterwards. Please carry a health insurance card.
- The organizer will carry accident insurance, which will cover the following;
2 million yen will be paid out for injuries or residual disability incurred during the race;
1,500 yen per day will be paid out to those who are hospitalized;
1,000 yen per day will be paid out to those who visit hospital as an out-patient. - Personal belongings can be kept at a designated area, but the race organizer will not be held liable for stolen or missing belongings in case of theft.
- For reasons of safety, the order of starting is based on the time specified in the application at the time of entry. No false declarations will be tolerated in order to insure safe administration of the races. In accordance with the instructions of the race officials, runners must start running from the designated block. Those who arrive late at the starting point must start from the last available block. Interruptions will not be allowed.
- In the case of an emergency, such as accidents or fire, emergency vehicles must be allowed to pass ahead runners.
Please follow the instructions of the police, fire fighters, or race officials. - Banners or placards with claims or advertisements on them are prohibited. Regarding costumes, runners should abide by the rules by the organizer. Any conduct in violation of the official rules and instructions may lead to disqualification and the entry fee will be forfeited.
- For runners who are registered with JAAF and desire to receive an official certificate of their running time, the certificate will be given one for a fee of 500 yen. Please apply on the day of the race. The certificate will be sent to the runner at a later time.
- Please carry home all personal trash.
- As for entry refund due to a scaling-down or cancellation of the race, caused by an earthquake, storm with flood damage, an unforeseeable incident or accident or fire, the organizer will decide whether to issue a refund depending on the cause.
- The organizer has the publishing right to all TV, newspaper, magazine, or Internet-related stories about the race, such as videos, photographs, journalistic report, or recordings.
- The organizer will observe the law concerning the Protection of Personal Information and will deal with information concerning participants on the basis of the policies of the race organizer.
- The race will be held in accordance with all stated rules, regulations and agreed on items.
Regarding personal information:
The organizer recognizes the importance of personal information, therefore, will observe the Act on the Protection of Personal Information and related laws dealing with personal data.
In order to improve service to participants, personal data will be used for the following:
Invitations to participate, notification of running-time records, invitations to participate in a future race, announcement of running-time records, such as place rankings, and service offers from related organizations. The organizer or the commission may contact participants to confirm their application for entry into the race.
